Darin R. Hobbs
Darin R. Hobbs has served as a higher-education executive who helped institutions and organizations build clearer bridges between learning, skills, and opportunity. Through Covered Bridge Collective, he provides fractional leadership and strategic advisory support for efforts involving Learning and Employment Records, digital credentials, achievement wallets, and the systems required to make those ideas practical, durable, and useful in the real world.
With more than 20 years of leadership experience across higher education operations, academic records, admissions, transfer evaluation, and learner-centered transformation, Darin brings both executive perspective and operational depth to complex institutional work. He is especially known for helping organizations move from concept to implementation by aligning strategy, stakeholders, governance, processes, and technology around clear, skills-based learner pathways.
At Western Governors University, Darin led the development of the Learning and Employment Records and Digital Credentials ecosystem, including work on achievement wallets, learner-owned records, skills-based data, and open standards. He previously served as University Registrar for 10 years, leading the Office of the Registrar and overseeing Student Records, Admissions, and Transfer Evaluation, providing him with firsthand experience in the institutional systems, policies, and workflows that shape how learner achievement is recognized and carried forward.
Darin has played leadership roles in initiatives designed to transform the student record into a learner-owned, digital record that is machine-actionable, portable, and responsive to workforce relevance. His work has included leadership on WGU’s Learning and Employment Record and Achievement Wallet initiatives, the Indiana Achievement Wallet project, and collaboration connected to national White House Learning and Employment Record pilots involving major employer and technology partners.
As a consultant and fractional leader, Darin helps institutions and partners bring structure and momentum to complex efforts that often sit across divisions and disciplines. His work often focuses on Learning and Employment Records strategy, skills-based credentials, digital wallet ecosystem design, registrar and records modernization, cross-functional operating alignment, and implementation planning that turns vision into sustainable practice.
He is known for thoughtful leadership, practical problem-solving, and a steady commitment to designing systems that serve learners more clearly and more fairly. Rather than treating innovation as a layer added on top of existing structures, Darin works to re-examine the underlying record, process, and policy foundations so institutions can build solutions that are more coherent, interoperable, and durable over time.
Born and raised in Texas, Darin earned both his B.S. and M.S. degrees from Angelo State University in San Angelo and now lives and works in Vermont. He served as WGU’s representative to the Digital Credentials Consortium and was a member of the American Association of Collegiate Registrars and Admissions Officers and the Postsecondary Electronic Standards Council.
